World Customs Organization

The World Customs Organization (WCO) is an intergovernmental organization headquartered in Brussels, Belgium. The WCO is noted for its work in areas covering the development of international conventions, instruments, and tools on topics such as commodity classification, valuation, rules of origin, collection of customs revenue, supply chain security, international trade facilitation, customs enforcement activities, combating counterfeiting in support of Intellectual Property Rights (IPR), drugs enforcement, illegal weapons trading, integrity promotion, and delivering sustainable capacity building to assist with customs reforms and modernization. The WCO maintains the international Harmonized System (HS) goods nomenclature, and administers the technical aspects of the World Trade Organization (WTO) Agreements on Customs Valuation and Rules of Origin.

In 2009 our University and the WCO signed the Memorandum of Understanding, which made it possible to work fruitfully through world-class training in Customs, educational activities, institutional development and diverse research. In accordance with the Memorandum the Regional Training Center was opened on the basis of the University in 2010. It is the university-level interdisciplinary center for the European WCO region. The Regional Training Center (RTC) is the pilot base of the European Region and the unique WCO Center, which is based on three components: educational, methodological, scientific and organizational work. The purpose of the RTC is to promote and support the implementation of WCO policies at the regional level; carrying out of educational expertise through the development of a regional educational expertise and the expansion of a mixed educational network; creation of an integrated system of training and advanced training of Customs officers under the auspices of WMO, carrying out scientific research in the field of Customs.


The main areas of work of the RTC at the university level are:

  • development of the cooperation with other universities;
  • cooperation with the International Network of Customs Universities (INCU);


Participation in the WCO Leadership and Management Development Working Groups demonstration of a complete catalog of WCO electronic modules for WCO regional activities and their integration into the University's distance learning programs;

  • development of further modules for the European WCO region;
  • creation and maintenance of the WCO corner in the library of the Russian Center of Culture and the electronic library on Customs;
  • support of the communication between researchers of the University and INCU;
  • training of trainers in the region;
  • the development of a European training Customs training ground, carrying out communicative measures for the subjects of foreign economic activity of Ukraine and foreign subjects on issues of interaction between Customs administrations and business and the dissemination of world experience in foreign trade in Ukraine.
