Cooperation with international institutions

The University works closely with more than 15 international organizations and foreign universities. The main goals of international activity are building and development in scientific, educational and cultural spheres.

WCO – World Customs Organization

Established in 1952 as the Customs Co-operation Council, the World Customs Organization (WCO) is an independent intergovernmental organization whose primary mission is to enhance  the effectiveness and efficiency of Customs administrations worldwide. As the only intergovernmental organization specialized in Customs matters, the WCO established its headquarters in Brussels in 1952, and currently represents 180 Members across the globe at all stages of social and economic development. As the global centre of Customs expertise and the voice of the international Customs community, the WCO provides an ideal forum for Customs administrations and their stakeholders to hold in-depth discussions, exchange experiences, and share best practices on a range of international Customs and trade issues.

INCU – International Network of Customs Universities 

The International Network of Customs Universities (INCU) is an international not‑for‑profit organisation established to:

  • promote the academic standing of the Customs profession;
  • promote academic excellence in Customs matters;
  • support research in Customs matters;
  • generate greater public awareness of the Customs profession;
  • promote the collective interests of its Members;
  • provide the World Customs Organization and other organisations with a single point of contact with universities and research institutes that are active in the field of customs research, education and training;
  • organise academic conferences; and
  • provide a global resource for governments and the private sector, and an educational source for students wishing to further their knowledge in the field of customs, international trade, and logistics.

The INCU provides a mechanism for progressively establishing a knowledge base on various important aspects of Customs and allow a free exchange of ideas and best practice that will not only assist countries undertaking reform processes, but will also serve to build closer links between government, academia and the private sector.

UNECE - UN Economic Commission for Europe

A number of on-going projects are being implemented with the organization of the UN family - UN Economic Commission for Europe (UNECE) which is situated in Geneva, Switzerland.

The UNECE has various activities in areas relating to trade, transport, environment, energy, housing, forests, statistics, etc.

The University is working in particular actively with three UNECE subprogrammes : 

- regulatory cooperation and standardization policies
- trade facilitation and information standards  
- customs and border crossings procedures


The main directions of the work with UNECE are the following:

1) using UNECE conventions, recommendations, studies in the educational process and building awareness of these legal tools among users in Ukraine

2) participation in the UNECE work on preparation of educational materials and of the methodologies of teaching on specific issues (for example, under UNECE project “education on standardization” ) and approbation of such educational tools

3) collecting/submitting comments from Ukrainian stakeholders on the UNECE initiatives, activities of working groups, projects and conventions; participation of the Ukrainian experts in such activities

4) work on harmonization of educational programmes on specific subjects, future activities (implementation is pending due to financial restrictions): internships of the Academy’s students at UNECE, study tours to UNECE and to international organizations in Geneva, participation of the UNECE experts as professors in the teaching process, etc
